When importing cars (new and/or used) from third countries, outside the EU, what documents need to be presented to customs?
When we buy a car (new or used) from a third country (outside the EU) we must present to the customs authorities a customs declaration accompanied by a sales contract and/or invoice, documents for the transport and other costs we have incurred to deliver the car to its destination in Bulgaria, as well as a coupon for the car’s previous police registration (if second-hand).

What duties are charged and how is tariff classification done?
According to their characteristics, road vehicles are divided into different tariff codes, which can also lead to a difference in the rate of duty, but in general, passenger cars are subject to a duty of 10%.
It should be borne in mind that depending on the tariff classification of an item in the Combined Nomenclature (CN) of the EU (given its type and characteristics) and according to the Table of rates of duties included in Part Two of the CN, the duties payable for him.
Is VAT due when importing a car?
In addition to customs duty, when importing a car (new or used) VAT is due in the amount of 20%, and the tax base for calculating VAT includes the duty due.
VAT is charged even when the duty rate is 0%. VAT is paid by bank transfer together with the duty due.
How is the value of the car, on which duty and VAT are paid, determined?
The customs value is the price paid/payable for the car and all costs and charges incurred in connection with the delivery of the car to the place of entry into the customs territory of the Union (costs of transport, unloading, insurance, etc.)

In accordance with Art. 163, paragraph 1 of Regulation (EU) No. 952/2013 of the European Parliament and of the Council establishing the Customs Code of the Union (UCC), the customs declaration shall be accompanied by all the documents required for the application of the provisions relating to the customs regime, for which the goods are
declared, including: transport documents, sales contract and/or invoice (depending on the specific case), according to the requirements of Art. 145 of Regulation (EU) 2015/2447, for determining the customs value. Given the specifics, the customs declaration for admission to free circulation and end use of a car purchased from a third country should also be accompanied by a receipt for police registration of the car from the country in which it was purchased (for second-hand cars).
How are privately owned cars styled?
A car that is for the personal use of a person who moves to live in Bulgaria is exempt from customs duty and VAT. The car must be owned/owned by him for at least six months. The person must have lived in a third country for at least one year.
Are there any reliefs in the payment of fees, duties, taxes when the car is imported in the name of disabled people?
There are no cases of exemption from import duties provided for free circulation and end use of motor vehicles by disabled people.
When importing a car from third countries, is it possible to exempt the car from customs duties?
There may be preferences from certain countries, but each case must be considered on a case-by-case basis. It is important to know that “origin” refers to the country in which the rules for acquiring origin are met – ie. where the car was manufactured and whether it meets the specific customs rules for the origin of the materials. I.e. the country of origin may not match the country where the car was purchased or previously registered (for used cars).
